Once completed in 2025, the seven-storey building will house about 3,000 civil servants. It is strategically located near Blackpool North train station and aims to benefit the local community and economy.

The building is designed to BREEAM ‘Excellent’ standards, meaning it includes the best practices in sustainable design, construction, and operation. Various features support the building’s sustainability credentials.

Sustainable Design Elements

The Civil Service Hub’s terracotta façade panels not only honour Blackpool’s architectural heritage but are also highly sustainable. They play a key role in reducing the building’s embodied carbon.

Consumption-led mechanical and electrical services have been incorporated to save energy while enhancing the indoor environment. These systems are expected to improve the wellbeing and productivity of its occupants.

Air-source heat pumps will provide low-carbon heating and cooling solutions. These features collectively aim to minimise the building’s overall carbon footprint from the outset.

Amenities and Facilities

Designed by London-based Make Architects, the building will feature an expansive reception lobby and a high-quality fit-out. There will be open plan working areas, meeting rooms, and quiet zones.

The facilities are tailored to encourage flexible working conditions. The building is planned to have high levels of natural daylight and airy ceiling heights throughout, fostering a comfortable working environment.

Ground floor facilities are aimed at promoting active travel. These include cycle storage, showers, and changing rooms. The location is within a walking distance of the new tram interchange and Blackpool’s North train station, perfectly connected via cycle and pedestrian routes.

Impact on the Local Economy

The Talbot Gateway regeneration has already brought significant developments, such as the 125,000 sq ft Number One Bickerstaffe Square council office and a new Sainsbury’s supermarket.

Other additions include a refurbished 650-space multi-storey car park and extensive public spaces. These facilities are designed for community use and enjoyment.

The new Civil Service Hub is expected to bring more people into the town centre. This will increase footfall and boost business for local establishments.

Future Plans for the Area

Future developments in the pipeline include a £45 million, 52,950 sq ft workspace on Talbot Road, which will offer jobs to more than 1,000 people.

Plans have also been approved for a new multi-storey car park, intended to further facilitate ease of access to the area’s new attractions.
